Shared hosting CPU limits

Hi Guys,
I have a friend that is looking around for hosting. He currently runs a set of forums that have peak loads of about 30 mysql transactions per second.

Is this too much for a shared hosting environment?

30 queries per second? If that's the case, that wouldn't work too well in a shared hosting environment.
